Try copying the parts from loader.txt to "data / maps / veh_mods / veh_mods.ide" by pasting them under the line "1193, rbmp_lr_t2, tornado, 100, 4096".
Obviously remove loader.txt from modloader after entering lines for veh_mods.ide
