Its from GTA IV, I've converted them all ages ago. To have the remake I must first find the save files, my HD is not infinite.
I found some made by others, but what is preferred is clear:

For suspension height, that is when a wheel is raised above its axis at rest, I almost always use 0.10.
But as you can see:

for sports cars, this is enough for the wheel to go over the wheel arch...
If you like monster trucks, nothing against it, go ahead and raise the suspension as much as you want, but it's how I make it that it should be.

Conversion does not exist, it's always modding.
Using the Open IV extractor:

So you have the 3D (.dff) and textures (.png) of GTA5.
At this point you need to use a program modeler:
a) Zanoza Modeler 2226(-)
b) 3D Studio Max 8(+) (with Kam's scripts for GTAsa).
You will then have to build the GTAsa 'hierarchy' with the 3D and textures (.txd) obtained.
And the data strings with NotePad: handling.cfg, vehicles.ide, carcols.dat, carmods.dat.
If the vehicle has been added: cargrp.dat
However, handling.cfg has 2 flags in binary, and to edit them you need GTA-SA Ultimate Editor:

Of course you need to know perfectly how the GTAsa vehicles are made, and program modeler.
To be able to do all this, it took me 2 years, and I am Automan...
