GTA SA Handling Generic 1.3

This tool provides handling settings for all cars and bikes (default or addon).
No longer need to test all settings of a car, as some are tweaked by the tool.

This way, handling becomes more unified, while still different depending on the fewer values you need to provide.

- Make a backup of ..\data\handling.cfg.
- Run the exe from within your GTA or GTA\data directory.
