reflection update along with some other things

the best 2016 Viper ACR now also compatible on mobile.

= converted the IVF lights to SA lights
= added the car template
= added a custom license plate
= reduced the reflection amount, now reflection looks good with or without graphics mods
= seperated the dff's parts to prevent exceeding 20k polys, no more black cleo
