I found a free mesh at http://www-c.inria.fr/Eric.Saltel/ that was a Chevrolet Beretta. It's low poly so I figured it would fit in San Andreas well. I made this SA style car based off the Beretta mesh and mixed and matched original SA car parts and textures, and I got this which I'm calling the Cheretta.
