Repalce the files provided in this location:
update / x64e / levels / gtav / vehicles.rpf

FOR MODS replace the file from this location:
x64i - levels - gta5 - vehiclemods

For HANDLING You have two options:
1) Replace the file in this location:
update/update.rpf/common/data/handling.meta

2)Copy the handling.meta from your game to your desktop, open it with notepat++ (my recommandation),
press CTRL+F (find function), type schafter2 and replace the lines that are below.
